APPLICANT REQUESTS THAT:
Her uncharacterized entry-level separation be upgraded to an honorable
discharge.

APPLICANT CONTENDS THAT:
She was discharged for service connected disabilities. She did not have
any medical problems before she entered the Air Force.
The evidence submitted in support of the appeal are at Exhibit A.

STATEMENT OF FACTS:
The relevant facts pertaining to this application are contained in the
letters prepared by the appropriate offices of the Air Force. Accordingly,
there is no need to recite these facts in this Record of Proceedings.

AIR FORCE EVALUATION:
AFPC/DPSOS reviewed this application and recommends denial. Airmen are
given an entry level separation with uncharacterized service
characterization when separation is initiated with the first 180 days of
continuous active service. The Department of Defense determined that if a
member served less than 180 days of continuous active service, it would be
unfair to the member and the service to characterize their limited service.
The applicant has not submitted any evidence or identified any errors or
injustices that occurred in the discharge processing.

HQ AFPC/DPSOA reviewed this application and states the applicant received
an erroneous RE code at the time of separation, 4C (Separated for
concealment of juvenile records, minority, failure to meet physical
standards for enlistment, failure to attain a 9.0 reading grade level as
measured by the Air Force Reading Abilities Test, or void enlistments).
Her correct RE code is “2C” (Involuntarily separated with an honorable
discharge, or entry level separation without characterization of service)
based on her receiving an involuntary entry level separation and is not
affected by her current or future medical status. The applicant’s records
will be administratively corrected to reflect the RE code “2C”, unless
otherwise directed by the Board.

AETC/SGPS reviewed this application and recommends denial. SGPS notes the
applicant’s separation was done in accordance with established policy and
administrative procedures. SGPS states due to the fact the possibility of
recurrence is unknown, they do not recommend the applicant reenter military
service.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to applicant on 3 Mar 11
for review and comment within 30 days. As of this date, no response has
been received by this office (Exhibit E).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After careful consideration of
applicant's request and the available evidence of record, we find
insufficient evidence of error or injustice to warrant corrective action.
The facts and opinions stated in the advisory opinions appear to be based
on the evidence of record and have not been rebutted by applicant. Absent
persuasive evidence applicant was denied rights to which entitled,
appropriate regulations were not followed, or appropriate standards were
not applied, we find no basis to disturb the existing record.

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
